Business and Politics Strengthen Cooperation on the Introduction of the EUDI Wallet by 2027
25.11.2025

With the signing of a joint Memorandum of Understanding (MoU), the Federal Ministry for Digitalization and State Modernization (BMDS), the digital association Bitkom, and more than 75 companies — including A-Trust — have taken a significant step toward the rollout of the European Digital Identity Wallet (EUDI Wallet) in Germany and across Europe. The agreement aims to actively support the development of a pan-European digital identity and to ensure close, early-stage cooperation between industry and government.
The EUDI Wallet is one of the European Union’s flagship digital initiatives. Its goal is to enable citizens and businesses to use digital identities and credentials securely, confidently, and seamlessly across borders. Achieving this requires early alignment on technical specifications, processes, and interfaces, as well as consistent implementation by all participating stakeholders.
Key Commitments Under the Memorandum of Understanding
The MoU outlines several central measures and guiding principles agreed upon by the signatories:
- Regular information exchange and close dialogue:
The BMDS will ensure that companies are continuously informed about the current development status, technical specifications, and updated framework conditions for the EUDI Wallet. Feedback from industry will be actively incorporated into the ongoing development process. - "Wallet-ready" by the 2027 launch:
Companies commit to preparing their services and processes for EUDI Wallet compatibility at an early stage. This includes completing technical adjustments, testing procedures, and interface implementations as far as possible before the official launch in 2027. - Transparent communication with the public:
All participants aim to inform citizens and businesses early and comprehensively about timelines, available features, use cases, and digital credentials. A coordinated communication strategy is intended to build public trust and encourage widespread adoption of the EUDI Wallet from day one. - Readiness review in Q3 2026:
One year before the launch, a joint assessment will evaluate the EUDI Wallet’s readiness for identification, age verification, and the issuance and use of digital credentials. Based on this analysis, the signatories will jointly determine the next steps and communication measures necessary for a smooth introduction.
All stakeholders share a clear objective: to ensure that the EUDI Wallet delivers real added value at its launch in 2027 and enables broad, seamless use from the very beginning. Achieving this requires coordinated, transparent, and constructive collaboration between government, regulators, and industry.
